Biden's administration getting Texas LNG moving along for Glenfarne
Glenfarne Group has been very busy after its dissolution of its Merger Corp. For two years, Brendan Duval sat at the head of Glenfarne Merger Corp, that had murky ownership of 22.5% of its stock, totaling out at $274 million at its end. That entity dissolved on March 23, 2023 according to its SEC by-laws; and oddly, thereafter, Glenfarne Group’s FERC (Federal Energy Regulatory Commission) approval for its FID (Final Investment Decision) came through like a charm on (April 20th). This was much to the chagrin of Common Dreams.
According to Reuters the project is estimated to run $4 billion to complete, noting that:
Glenfarne is different from most other U.S. LNG companies because it is also buys LNG to fuel operating power plants and plans to consume even more LNG as it develops more power projects around the world.
In addition to producing LNG for its own plants, Glenfarne has said it also wants to sell LNG to other companies to help finance its projects.
Texas LNG is designed to produce about 4 million tonnes per annum (MTPA) of LNG.
On average, it costs about $800-$1,000 per tonne to build an LNG export plant, so the Texas LNG project would likely cost between $3.2 billion-$4 billion.
Samsung has taken a lead role on ownership and engineering while Technip, a French company, like Duval’s EnfraGen debt financier, Natixis, that JiaQi Bao mentioned has come on board:
[Glenfarne] signed an agreement in 2022 with joint venture partners Technip Energies USA and Samsung Engineering Co. to lead project delivery, including engineering, construction coordination, start-up and commissioning, Glenfarne said in a statement. Samsung owns a minority stake in the project.

All LNGs go through a rigorous process, taking years, or a decade, to come on line. The above project turned recently on Environmental Justice (tied to minorities within 50 km) off Brownsville Texas LNG located at the southern tip of Texas (the isolated red box at the right).
To make all this happen in this case is tied to Who One Knows, namely long-time connections to Hunter Biden. Glenfarne has shown obvious Biden connections turned on lawyers (Stacy Ettinger) and law firms (K&L Gates, in this case) that grease the skis for their projects ahead of others.

Stacy Ettinger, worked for Chuck Schumer for many years prior to joining K&L Gates as a partner in 2016. She appeared in Hunter’s old emails from 2010, regarding her working for now Senate Majority Leader Schumer. Ettinger represents U.S. Global Leadership Council as well where Hunter Biden was a director from 2012-2018, often lobbying for Ukraine through Boies’s Heather King.

More recently, Ettinger lobbied for Texas LNG from January to March 2022 when the above projects’ environment justice FERC decision was still being argued out. Ettinger’s specific lobbying actions are tied to LNG Exports to Europe with Senator Schumer again courted. (K&L Gates and Stacy Ettinger worked directly for Glenfarne Transition, Magnolia LNG.) (Receipt 1, Magnolia LNG in 4th Quarter of 2017 done by Ettinger. This was around the time CCP Assistant JiaQi Bao was pitching Hunter, Magnolia LNG.)
Stacy Ettinger officially filed for K&L Gates recent rounds of lobbying for Glenfarne on April 7th, back dated to February 27th of 2023.
Stacy Ettinger is also well acquainted with U.S. Global Coalition, lobbying on their behalf since May of 2020. U.S. Global is led by Liz Schrayer and has been for many years. Liz emailed Hunter quite frequently over the course of the 2010s, mainly Liz’s telling about forthcoming USGLC events. But Hunter (as director) offered advice as well and discussed Trump in early 2016 with Liz Schrayer.
Global Coalition has many a past National Security personnel involved. One noted this with a graphic (below). Bill Gates (son of the K&L Gates founder) funded this organization with well over $50 million dollars. Liz Schrayer emailed Hunter regarding then Bill Gates Foundation CEO, Sue Desmond-Hellman.

Below: an event recorded between K&L Gates Partners, Karishma Page and David L. Wochner. Wochner was notable in Magnolia LNG filings (under its prior owner LNG Limited LLC, an Australian company) reflecting three Partners, one tied to Hunter Biden directly (Page); and two are tied to Glenfarne Group’s ownership of Texas and Magnolia LNG, lobbying since last quarter of 2017. Just when this project was on the CCP’s minds.
