Oh it fits.

The CCP are setting up monitoring/listening posts (sleeper cells) as well near US military installations (worldwide). Since we got a lot of installations (800+) - inside and outside the US - this should be on high priority. Though I have zero confidence the regime in DC either gives a damn or hasn't tacitly approved it when it occurs.
