It acknowledges that they have staffing problems because of how the pandemic protocols were disliked by a meaningful percentage, and that mandatory masking may exacerbate staffing problems, but the trade-offs in public health are worth it, masks should be here to stay. Even for patients and visitors in any health care facility. That's their story and they're sticking to it.
